56% of female university students get drunk in record time, Spanish study suggests

Dec. 28, 2012 ? Researchers from the HealthyFit group at the University of Vigo have studied university students' lifestyles; their analysis, which includes alcohol and illegal drug consumption habits, sport and food, concludes that most students indulge in unhealthy behaviour. One of the main results of the study points to the high consumption of alcohol.

"The amount drunk per unit of time is higher among women. In other words, even though male students drink more often, females do so more intensively in shorter periods of time, which is known as binge drinking," explained Jos? M? Cancela Carral, co-author of the study published by the Journal of Environmental Research and Public Health.

Researchers randomly selected 985 students from different degree courses and in different years at the University of Vigo.

Of the females interviewed, 51.2% lead a sedentary lifestyle, while the percentage in males is 41.7%. When analysing students who maintain an appropriate level of physical activity, 38.6% of males do physical exercise, as opposed to only 20.9% of women.

"We were also surprised by the high consumption of illegal drugs among university students -- 44.9% of men and 30.9% of women -- which we understand could lead to significant future health problems, mainly related to the nervous system," underlined the researcher.

Anomalous attitudes to food were more evident among women (16.6%), although also present among men (8.8%). "However, the statistical analysis showed that this parameter depended on the degree the student was studying for," added Cancela. Such attitudes were much more common among those studying degrees related to education (19.2%) than among those studying courses related to health (6.3%).

Health network

Spanish universities set up a Healthy University Network in 2008, a project for healthy living for universities from all over Spain, the Spanish University Rectors' Association, the Ministry of Health, Social Services and Equality, the Ministry of Education, Culture and Sport and some regional public health entities.

In the researcher's opinion, at many universities this network was nothing more than "a simple first step to get on the list and nothing else"; hence transversal content should be implemented in study plans related to food, physical exercise and healthy habits.

"In the light of the results, training and information courses are required in these areas, together with healthy leisure -- not just sports facilities -- to set up university guidance services for a healthy student lifestyle," concludes Cancela.

Genetic predisposition

A recent study published in the PNAS journal argues that the gene called RASGRF2 could be related to a predisposition to getting drunk.

According to scientists, this gene regulates the predisposition to drink excessive amounts of alcohol as it influences mesolimbic dopamine neuron activity, which is one of the ways dopamine is taken from one region of the brain to another.

Gunter Schumann, one of the main authors of the study, explained that even though we should not consider said gene to be the main cause -- as there are many environmental factors and other genes involved -- the study thereof helps to explain why some people are more vulnerable to alcohol than others.

An Explanation For Instagram's Drop - Business Insider

Instagram CEO Kevin Systrom has some explaining to do.

A report that Instagram's user numbers were plummeting spooked Facebook investors so badly that the stock dropped 3 percent this morning.

The only problem: The numbers?or rather, the ways in which the New York Post and others interpreted them?were bogus.

So how did this happen, and what do we actually know about Instagram's usage?

It's a vital question, because Facebook's acquisition of Instagram has been seen as a major victory, keeping Twitter and other competitors from grabbing an incredibly fast-growing photo-based social network. Instagram now has substantially more mobile usage than Twitter.

But Instagram's now seen as vulnerable after a badly handled rollout of new terms of service which scared users into thinking Instagram was going to use their photos in advertisements. Flickr and Twitter's rollout of new mobile photo-sharing features seemed opportunely timed to take advantage of the fuss.

So the narrative that Instagram had taken a big hit felt intuitively appealing.

This much everyone agrees on: An app activity-counting service, AppData, run by Inside Network, showed a sudden, marked drop in Instagram users connected to Facebook around Christmas.

That's not all Instagram users?just the ones who have linked their Instagram and Facebook accounts and actively connect the two by logging in, sharing photos or likes from Instagram to Facebook, or other actions that bridge the app and the social network.

AppData tracks activity on a daily, weekly, and monthly basis. On a monthly basis, Instagram has grown 15 percent from Thanksgiving, when it had 38 million monthly active users who posted a record-setting 10 million photos. It now has 43 million monthly active users connected to Facebook.

AppData's weekly numbers are steadily up, too. They grew by 2.3 million users to 29.4 million in seven days.

Those are not numbers you'd associate with a troubled app.

It's only in the daily numbers where we see a drop, from 15.9 million to 12.4 million users.

If you're familiar with AppData numbers, you know that they occasionally show short-term glitches, which the service ascribes to changes in how Facebook reports the underlying app-usage numbers it relies on. These usually work themselves out over time as Facebook improves how it reports app activity, but they bedevil app developers, especially social game makers, for whom AppData numbers constitute something like TV's Nielsen ratings.

On December 21, Instagram released new versions of its app for iOS and Android.

Around the holidays, of course, a lot of people got new smartphones and tablets, with new operating systems.

In its latest version for iPhones and iPads, Instagram introduced support for a new feature built into Apple's mobile operating system that connects apps to Facebook. Facebook-connected apps worked on iPhones before, but the new OS feature makes things a lot smoother.

This is just a theory, but what if that direct, OS-level connection changed the way Instagram's app interacts with Facebook in a way that causes less apparent activity on the service?

One other explanation: Instagram made some change to the app that upset a lot of real users, who tend to care about things like how the app works and how their pictures look much more than they do about poorly worded legalese.

Either of those theories strikes us as more plausible than 25 percent of Instagram's user base abandoning it overnight even as it adds millions of new users at breakneck speed.

We asked Facebook and Inside Network, the operator of the AppData service, for comment on our theories, but haven't heard back yet.

Putin says he will sign anti-U.S. adoptions bill

MOSCOW (AP) ? Russian President Vladimir Putin said Thursday he will sign a controversial bill barring Americans from adopting Russian children, as the Kremlin's children's rights advocate recommended extending the ban to the rest of the world.

The bill is part of the country's increasingly confrontational stance with the West and has angered some Russians who argue it victimizes kids to make a political point.

The law would block dozens of Russian children now in the process of being adopted by American families from leaving the country and cut off a major route out of often dismal orphanages. Russia is the single biggest source of adopted children in the U.S., with more than 60,000 Russian children being taken in by Americans over the past two decades.

"I still don't see any reasons why I should not sign it," Putin said at a televised meeting. He went on to say that he "intends" to do so.

UNICEF estimates that there are about 740,000 children not in parental custody in Russia, while only 18,000 Russians are now waiting to adopt a child. Russian officials say they want to encourage more Russians to adopt Russian orphans.

Children rights ombudsman Pavel Astakhov on Thursday petitioned the president to extend the ban to other countries.

"There is huge money and questionable people involved in the semi-legal schemes of exporting children," he tweeted.

Kremlin critics say Astakhov is trying to extend the ban only to get more publicity and win more favors with Putin. A graduate of the KGB law school and a celebrity lawyer, Astakhov was a pro-Putin activist before becoming a children rights ombudsman and is now seen as the Kremlin's voice on adoption issues.

"This is cynicism beyond limits," opposition leader Ilya Yashin tweeted. "The children rights ombudsman is depriving children of a future."

The bill is retaliation for an American law that calls for sanctions against Russian officials deemed to be human rights violators. Kremlin critics say that means Russian officials who own property in the West and send their children to Western schools would lose access to their assets and families.

Putin said U.S. authorities routinely let Americans suspected of violence toward Russian adoptees go unpunished ? a clear reference to Dima Yakovlev, a Russian toddler for whom the bill is named. The child was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter.

The U.S. State Department says it regrets the Russian Parliament's decision to pass the bill, saying it would prevent many children from growing up in families.

Astakhov said Wednesday that 46 children who were about to be adopted in the United States would remain in Russia if the bill comes into effect.

The adoption of the bill follows weeks of hysterical media campaign on Kremlin-controlled television that lambasts American adoptive parents and adoption agencies that allegedly bribe their way into getting Russian children.

A few lawmakers claimed that some Russian children were adopted by Americans only to be used for organ transplants and become sex toys or cannon fodder for the U.S. Army.

Critics of the bill have left dozens of stuffed toys and candles outside the parliament's lower and upper houses to express solidarity with Russian orphans.

The U.S. law, called the Magnitsky Act, stems from the case of Sergei Magnitsky, a Russian lawyer who died in jail after being arrested by police officers whom he accused of a $230 million tax fraud. The law prohibits officials allegedly involved in his death from entering the U.S.

NEW YORK (AP) ? Shipments of products as varied as flat-screen TVs, sneakers and snow shovels could sit idle at sea or get rerouted, at great time and expense, if more than 14,000 longshoremen go on strike as threatened ? a wide-ranging work stoppage that would immediately close cargo ports on the East Coast and the Gulf of Mexico to container ships.

Commerce could be brought to a near standstill at major ports from Boston to Houston if the strike takes place on Sunday, potentially delivering a big blow to retailers and manufacturers still struggling to find their footing in a weak economy.

"If the port shuts down, nothing moves in or out," said Jonathan Gold, vice president of supply chain and customs policy at the National Retail Federation. And when the workers do return, "it's going to take time to clear out that backlog, and we don't know how long that it's going to take."

The 15 ports involved in the labor dispute move more than 100 million tons of goods each year, or about 40 percent of the nation's containerized cargo traffic. Losing them to a shutdown, even for a few days, could cost the economy billions of dollars.

In addition to transporting goods, U.S. factories also rely on container ships for parts and raw materials, meaning supply lines for all sorts of products could be squeezed.

"The global economy moves by water, and shutting down container ports along the East and Gulf coasts while the national economy remains fragile benefits no one," Deborah Hadden, acting port director at Massport, the public agency that oversees shipping terminals in Boston. It is not a part of the contract dispute.

Florida Gov. Rick Scott said "the livelihood of thousands of Florida families lies in the balance."

The master contract between the International Longshoremen's Association and the U.S. Maritime Alliance, a group representing shipping lines, terminal operators and port associations, expired in September. The two sides agreed to extend it once already, for 90 days, but they have so far balked at extending it again when it expires at 12:01 a.m. Sunday.

The union said its members would agree to an extension only if the Maritime Alliance dropped a proposal to freeze the royalties workers get for every container they unload. The Alliance has argued that the longshoremen, who it said earn an average $124,138 per year in wages and benefits, are compensated well enough already.

Federal mediators have been trying to push negotiations along, but there has been no word from either side on the progress of the talks since Dec. 24. As recently as Dec. 19, the president of the longshoremen, Harold Daggett, said the talks weren't going well and that a strike was expected.

The work stoppage would not be absolute. Longshoremen would continue to handle military cargo, mail, passenger ships, non-containerized items like automobiles, and perishable commodities, like fresh food.

Joseph Ahlstrom, a professor at the State University of New York's Maritime College and a former cargo ship captain, called container ships the "lifeblood of the country."

"We don't fly in a lot of products. It's just too expensive," Ahlstrom said. "The bulk of the products we import come in inside containers."

The White House has weighed in on the issue, urging dockworkers and shipping companies Thursday to reach agreement "as quickly as possible" on a contract extension. Obama spokesman Matt Lehrich said the administration is monitoring the situation closely.

If it happens, the walkout could be the biggest national port disruption since 2002, when unionized dockworkers were locked out of 29 West Coast ports for 10 days because of a contract dispute.

The ports only reopened after President George W. Bush, invoking powers given to him by the 1947 Taft-Hartley Act, ordered an 80-day cooling-off period. Some economists estimated that each day of that lockout cost the U.S. economy $1 billion. It took months for the retail supply chain to fully recover.

An East Coast port freeze would have its biggest impact at the Port Authority of New York and New Jersey, where 3,250 longshoremen handled 32.3 million tons of cargo in 2010. The authority is not a party to the contract dispute.

Other major ports affected would include Savannah, Ga., which handled 18 million tons, and Houston and Hampton Roads, Va., which each handled more than 12.5 million tons.

Thousands of other jobs would be directly affected by the shutdown. Truck drivers might not have any cargo to transport, tug boat captains no ships to guide and freight train operators nothing to haul.

Simultaneously, another labor dispute involving dock workers was playing out on the West Coast.

Longshoremen at several Pacific Northwest grain terminals worked Thursday under contract terms they soundly rejected last weekend. The owners implemented the terms after declaring talks at an impasse. The International Longshore and Warehouse Union has yet to announce its next move.

Workplace rules, not salary and benefits, have been the obstacle to a new deal.

The dispute involves terminals in Portland, Ore., Vancouver, Wash., and Seattle, where longshoremen have been working without an agreement since the last contract expired Sept. 30.

First genome sequence of Chinese plum provides important resource for fruit improvement

Dec. 27, 2012 ? A Chinese research team, led by Beijing Forestry University, BGI, Beijing Lin Fu Ke Yuan Flowers Co., Ltd, and other institutes, has completed the first genomic sequence of Prunus mume, known as mei. This work is extremely important for the deeper understanding of Rosaceae evolution and provides an invaluable resource for the improvement of fruit trees.

The latest study was published online December 27 in Nature Communication.

As one of the longest-lived flowering fruit trees, the P. mume was domesticated in China more than 3,000 years ago. It belongs to Rosaceae, the third most economically important plant family in temperate regions, and is characterized by high nutrition, medical value, and tolerance to low temperature in winter. Writers and artists have extolled the beauty of its flowers, and the blossom is considered to be the symbol of Chinese national spirit. The availability of P. mume genome will open a new way for better decoding the mysteries of this fascinating tree.

The plantation technique that makes P. mume so diverse--the artificial grafting--also makes their genomes difficult to assemble. In this study, researchers sequenced the genome of P. mume, a wild species from Tibet in China, using a robust approach integrated with next-generation sequencing (NGS) and whole-genome mapping (WGM) technologies. Then they constructed a high-density genetic map by applying restriction-site-associated DNA (RAD) marker strategy that further improves the quality of the genomic reference. Through all the efforts, researchers yielded the ~237Mb P. mume reference genome.

The poor phylogenetic resolution of the Rosaceae suggests rapid evolution within the family. In this study, the evolutionary analysis of P. mume genome demonstrated that there was no recent whole-genome duplication (WGD) event happened after the differentiation between P. mume and Malus x domestica (apple). However, the triplicated genomic arrangement was found in the P. mume genome by paleo-history analysis in Prunus.

Supported by the genomic data of apple and strawberry (Fragaria vesca), researchers successfully reconstructed nine ancestral chromosomes of Rosaceae family, and analyzed the chromosome fusion, fission and duplication history in three major subfamilies, including genera Prunus, Malus and Fragaria. Through analysis, they hypothesized that at least 11 fissions and 11 fusions occurred in P. mume from the nine common ancestral chromosomes. For apple, at least one WGD and five fusions took place to reach the 17-chromosome structure, compared with 15 fusions for strawberry to affect the 7-chromosome structure.

P. mume is one of the first trees that bloom in early spring, blooming even below 0?. In this study, researchers investigated the genetic characteristics underlying the mechanisms related to acclimate to cold weather and release itself from dormancy. They found that dormancy-associated MADS-box transcription factors (DAM) family and C-repeat-binding transcription factors (CBF) were two important factors related with flowering dormancy.

As the saying goes, "Plum blossom incense from the cold weather," P. mume always has a special fragrance in winter. To understand its mechanism of floral scent, researchers identified a series genes related to the biosynthesis of volatile compounds, such as benzyl alcohol acetyltransferase (BEAT) gene. They supposed the expansion of the BEAT gene family might increase the content of benzyl acetate and therefore induces the special fragrance of P. mume.

The disease resistance related-genes may benefit the future breeding improvement. In this study, researchers found many related genes expanded tremendously in the P. mume genome, such as leucine-rich repeat receptor-like kinase (LRR-RLK) genes, the nucleotide-binding site-coding resistant gene (NBS-coding R gene), and pathogenesis-related (PR) gene families. It was reported that PR proteins could mediate plant defence against pathogenic constraints and the general adaptation to stressful environments. Most PR gene families in P. mume were expanded notably especially PR10, suggesting their expansion might be related to the response of P. mume to salt, drought and fungal infection in roots and leaves.

Wenbin Chen, Project Manager of BGI, said, "The P. mume genome lays a solid foundation for identification of important economic traits, and provides a valuable resource for P. mume breeding and other Rosaceae species studies. The work here also brings a new approach for further exploring the biosynthesis of floral scent and regulation mechanism of early blooming in endodormancy, and other comparative genomics studies on Rosaceae species."

No ethics breaches found in Countrywide VIP loans

WASHINGTON (AP) ? The House Ethics Committee says it found no violations by House members whose mortgage loans went through the VIP section of the former Countrywide Financial Corp.

The committee said nearly all the allegations involved loans that were granted so long ago that they fell outside the panel's jurisdiction. The committee added that participation in the VIP program did not necessarily mean borrowers received the best financial deal available.

The committee said that it was concerned with the actions of House staff members who may have reached out to Countrywide lobbyists for assistance with their personal loans.

The report said that if these staff loans had been more recent, there may have been disciplinary action.

Countrywide was taken over by Bank of America in 2008.

Panetta orders probe of military day care centers

WASHINGTON (AP) -- Defense Secretary Leon Panetta on Tuesday ordered a worldwide review of hiring practices at all U.S. military day care centers after the Army revealed that it discovered problems with security background checks of workers at a Washington-area center.

Shortly after the Army said it was launching an investigation of hiring practices at its 283 day care centers worldwide, Panetta's press secretary, George Little, issued a statement saying Panetta supports the review.

Little said Panetta has directed each of the military services to conduct similar reviews. The actions stem from the Sept. 26 arrests of two Army employees accused of assaulting children at a Fort Myer, Va., day care center. But the problem there apparently is much deeper; indications are that at least 30 workers at the Fort Myer facility have histories that call into question their suitability to care for children, two officials said. The officials spoke on condition of anonymity because the investigation into worker backgrounds at Fort Myer is not completed.

"Military children are precious members of our Defense Department family," Panetta said. "As a department, protecting our service members and their families is paramount."

After the Fort Myer arrests, the Army replaced the day care center's management team and found what the Army called "derogatory information" in the background of an unspecified number of other employees there.

Army officials did not reveal the derogatory information.

In addition, Fort Myer began a review of the background files of about two dozen other day care workers to determine whether they should be fired, the Army said. That review apparently is ongoing.

"The safety of the children under our care is our most important responsibility," said Col. Fern Sumpter, the Fort Myer commander. "The quality of their care and safety has been and will continue to be our most important priority."

Sumpter said the day care center was closed "out of an abundance of caution" and the children moved to a separate day care center at Fort Myer. A Fort Myer spokeswoman, Mary Ann Hodges, said the center was closed on Dec. 13.

Of the two Fort Myer day care workers who were arrested, one faces five counts of assault and the other faces four counts of assault, according to the Army.

Based on the findings at Fort Myer, Army Secretary John McHugh said Tuesday he ordered an Army-wide review of hiring practices and management at every day care center.

"These initial findings are not only troubling, they are unacceptable, and we will make certain that adequate policies and procedures are in place, and that they are strictly followed and fully enforced," McHugh said.

Electoral College affirms Obama's re-election

Associated Press

Posted on December 18, 2012 at 3:05 AM

Updated yesterday at 3:07 AM

ST. PAUL, Minn. (AP) ? Tradition has trumped suspense as members of the Electoral College cast the final, official votes in the presidential election.

Though just a constitutional formality, President Barack Obama officially marched to a second term on Monday as electors voted.

Obama had well more than the 270 votes required to win the White House. California's 55 electoral votes ? the largest cache in any state ? helped put the Democratic president over the top by late Monday afternoon.

The rite played out in state capitols involved party luminaries and tireless activists carrying out the will of their state's voters. The popular vote from state-to-state dictates whether Democratic and Republican electors get the honor. But the outcome wasn't in doubt.

Obama is on course to get 332 votes to Romney's 206, barring defectors.

Panetta cites budget woes, Afghan war progress

WASHINGTON (AP) ? Defense Secretary Leon Panetta warned Congress Tuesday that the budget stalemate and lawmakers' spending choices are among the greatest threats to the U.S. military today, increasing the stress on the force and making it difficult to fund programs that best keep troops ready to fight.

Speaking as lawmakers try to wrap up negotiations on a defense bill, Panetta said defense officials have built a budget that tries to protect military readiness while also providing needed services to troops who have been involved in wars for more than 11 years.

"Nevertheless, there is pressure on the department to retain excess force structure and infrastructure instead of investing in the training and equipment that makes our force agile and flexible and ready," said Panetta, during a wide-ranging speech at the National Press Club. "Aircraft, ships, tanks, bases, even those that have outlived their usefulness have a natural political constituency. Readiness does not. What's more, readiness is too often sacrificed in favor of a larger and less effective force. I am determined to avoid that outcome."

He complained that lawmakers have taken about $74 billion in proposed budget savings and diverted them to programs the Pentagon doesn't need.

And Panetta said the current impasse over how to avoid the "fiscal cliff" of tax hikes and more than $1 trillion in automatic spending cuts could inflict lasting damage on America's national defense.

If the automatic cuts are not avoided, the Pentagon could face about $500 billion in across-the-board budget reductions, he said. Failure to find a solution "will weaken this nation in the minds of our allies, our partners, and our potential adversaries, and undermine the work and the sacrifices that our troops are making every single day."

While Panetta also offered an optimistic view of the Afghanistan war, he said that other threats to the U.S. ? from al-Qaida-linked terrorists and cyberattacks to hostile powers such as Iran ? are growing.

"The threats to our security and our global interests are not receding, as they appeared to do in past wars, coming out of World War II, coming out of Korea, coming out of Vietnam, coming out of the end of the Cold War, where the threats receded," Panetta said. "The fact is today we still confront these threats in the world, threats that are more complex, more dispersed, and in many ways, more dangerous."

Just days after he returned from his most recent trip to Afghanistan, Panetta spoke optimistically about the war effort there. He said the international military coalition has managed to reverse a five-year trend of growing violence and that Afghan forces are on track to take the lead for securing the entire country next year.

And, he said, military commanders "believe that we have fundamentally turned the tide in that effort, after years in which we lacked the right strategy and the necessary resources to try to achieve the mission we are embarked on."

.Panetta spent two days in Afghanistan last week, consulting with top American commanders and with Afghan government officials. He announced during his visit that President Hamid Karzai will come to Washington next month to meet with President Barack Obama to discuss the way ahead.

By all accounts, Panetta is in the final weeks of his tenure as Pentagon chief. He has long said he intends to return to California where his wife Sylvia continues to work at the Panetta Institute for Public Policy, which they founded in 1977.

Chuck Hagel, a former Republican U.S. senator from Nebraska, is considered the leading contender for the job as Panetta's successor.

I'm new... Oh, add me on Skype?

Hey Violet Moon,

Welcome to RPG, it is always great to see new faces! Many new users find it useful to tell a little bit about themselves to help connect to other players, so here are a few questions to get conversation flowing:

    - How long have you been roleplaying for?
    - What kind of roleplay genres are you interested in?
    - Do you have any favourite fandoms? Anime, Shows, Movies?

I found this site a little confusing to navigate when I had first arrived, so let me point you in some directions. These are the two forums, outside of actual roleplays, that I spend most of my time browsing:

Interest Checks - Whether searching for a one-on-one partner, or seeking people to help you make an idea a reality, this is a place to find collaborators Roleplayers Wanted - If the roleplay has already been created and you're seeking writers to fill roles, this is where you would post. Of course, you could always type in a genre in the search bar at the top. While you're up there, you can take a look at the select few Rules we have. If you have anymore questions, feel free to ask!

You may have noticed that I've edited your original post a little. While we don't prohibit handing out your IMs, we prefer you not to advertise directly for it. We have plenty of nifty tools to help you creative an active roleplay right here on RPG, and we encourage you to use them. If you'd like some help learning about any of it I would be happy to assist you.

Best of luck! :)

Mistrust runs deep over Egypt referendum

CAIRO (AP) ? Nevine Mustafa finally had enough after 10 hours of waiting to cast her "no" vote in Egypt's referendum on a highly disputed draft constitution. She and the other women in line were convinced the judge running the polling station was deliberately stalling to drive away voters opposed to the document.

So the 39-year-old housewife and dozens of other women launched a protest, blocking the street and chanting against the judge in an upper class district of Alexandria, Egypt's second largest city.

"The line was not moving since 8 a.m. I protest. It is now 7 p.m.," an agitated Mustafa said at the time. "He wants us to get bored and leave." After their protest, new officials were brought in to speed up the process.

The scene was a reflection of the deep distrust of Egypt's ruling Islamists and their management of a referendum on a draft constitution that they largely wrote. Questions raised Sunday over the referendum's legitimacy suggest the confrontation between Islamists and their secular, liberal and Christian opponents will not be resolved by the long-awaited vote.

As Islamist President Mohammed Morsi rushed the referendum despite high pitched opposition, the dispute over the charter has turned into a fight over the Islamists' hold on power, and the ballot has become a yes or no vote on the president himself.

Rights activists and opponents of the constitution said Sunday that the first round of voting a day earlier was marred by widespread violations, including suppression of voting by opponents of the charter, particularly women, Christians. A coalition of rights groups said the first round was invalid and should be held over again.

That appeared highly unlikely. The Muslim Brotherhood, from which Morsi hails, said the constitution was on route to approval.

But the margin from the first round of voting, which took place in 10 of Egypt's 27 provinces, was narrow ? and turnout low, at only 32 percent.

Preliminary results showed 55.8 percent backed the draft, according to the Brotherhood. Its count was based on a compilation of results announced at each individual polling station. In past elections, the Brotherhood's counts have proven largely accurate.

The strongest "no" vote was in Cairo, with 68 percent, according to the official website of Egypt's state television. The "yes" vote narrowly carried Egypt's second largest city, Alexandria, with nearly 56 percent.

The head of the referendum commission said the official results will be announced after the second and last round, scheduled for next Saturday. It was an indication that reports of violations will not stop the process, at least at this stage. Islamists enjoy wide support in most of the 17 provinces in the second round.

The claims of violations are likely to further stoke tensions ahead of the second round, as each camp works to mobilize a population that largely opted to stay on the sidelines of the rivalry.

Over the past three weeks, hundreds of thousands from both camps have held rival protests in the streets that sparked violence leaving at least 9 people dead.

Brotherhood spokesman Mahmoud Ghozlan dismissed the rights groups' allegations as politically motivated to sway public opinion.

"These organizations are funded by Western countries. Just like the Westerners hate the Islamists, so do these groups. They are seculars and they hate the Islamists and have foreign agendas," Ghozlan said.

Despite worries over the vote's fairness, voters "should do down in big numbers to say no," a member of the main opposition National Salvation Front, Abdel-Ghaffar Shukr, told a press conference. The group called for new protests Tuesday.

Many voters who backed the charter argue that men who fear God have written the text, and it must be given a chance.

But the women's protest during Saturday's voting in Alexandria's Rushdi neighborhood reflected anger over what they view as the Brotherhood's domineering way of ruling. Scores of women blocked traffic, chanting, "Down with the rule of the Brotherhood leader."

A young man with a light beard ? which the women took as a sign he was a Brotherhood member ? tried to break up the protest, telling the women they were obstructing traffic, said Mustafa, who herself wears a conservative headscarf.

"So we shouted: Down with Morsi," she said.

The women contended the judge running the station was trying to suppress voting in the district, known to be a stronghold of "no" voters. He repeatedly closed the station for long breaks to pray, talk on the phone, or eat, said Nada Abdel-Azim, a 23-year old who was among the protesters.

"He even asked one voter what she voted," she said. When told "no," he shut down for another break, she said.

"The country is split into two. We too are Muslims. Why are they labeling us infidels" for rejecting the charter, said Abdel-Azim, a teacher.

Standing in the same line, Mervat Ahmed, a 42-year woman wearing a veil that left only her eyes visible ? a sign of the most conservative Muslims ? got angry when an acquaintance called her to urge her to vote "yes."

"No, don't tell me this. I am still voting no," she shouted into the phone. Explaining herself, she said: "I am not convinced by this constitution. The president has great powers. I don't want to wait more years to try to strip him of this power. We will not be able to by that time."

By the end of the day, only 2,873 of the 6,500 women registered in Rushdi district were able to vote. The "no" vote overwhelmingly carried the neighborhood, with only 552 "yes" votes.

Amina Fouad, a 43-year-old self-employed businesswoman, said the district's turnout seemed higher to her. She and her daughter passed by the station four times waiting for the line to die down before finally deciding to wait to vote.

She said she was voting "no" ''to clear my conscience, but she expected the "yes" to win. "It is a joke. I don't trust them," she said.

Most of the country's judges, who normally supervise elections, boycotted the referendum. Opposition voters accused the judges who did participate of being biased, saying some influenced people to vote "yes." Other voters Saturday also reported suspected Brotherhood members inside polling stations urging people to vote in favor of the charter.

Some judges, in turn, complained that they were overburdened because of the boycott, causing long waits.

Ghozlan alleged the opposition had also committed voting violations, such campaigning in stations against the charter. He said his group will file its own complaints to the referendum commission.

For Islamists, the constitution is the keystone for their ambitions to bring Islamic rule, a goal they say is justified by their large victory in last winter's parliamentary elections.

The opposition had demanded Morsi cancel the referendum because the draft was passed by Islamists in the Constituent Assembly amid a boycott by secular, liberal and Christian members. For opponents, the draft threatens the notion of moderate Islam Egypt had adopted for decades. They fear it will torpedo many freedoms, from the rights of women and minorities to freedoms of expression and labor organizing.

At a press conference Sunday, representatives of seven rights groups denounced the vote, saying it was carried out without sufficient guarantees of fairness. They said they had reports some polling centers closed earlier than scheduled and that in some cases Christians were denied entry to polls and women were prevented from voting. They said they had reports of individuals falsely identifying themselves as judges.

Negad Borai, the head of one of the groups, said the election commission did not investigate thousands of complaints on alleged violations and irregularities.

On his Twitter account, Mohamed ElBaradei, Egypt's best known reform leader, questioned whether a vote held "under insufficient judicial supervision, clearly tenuous security and the violence and violations we are witnessing" could lead to stability.

The National Council for Human Rights, a state agency, also said that vote-buying took place outside polling centers and that some independent monitors were turned away from polling stations.

While the charges are serious, they don't touch the wholesale vote fraud that defined Mubarak's 29-year rule.

In Alexandria's middle-class el-Shatbi neighborhood, a group of women complained that their ballots were not stamped, raising concerns that the votes wouldn't be counted.

Habiba el-Sayed, a 49-year-old housewife, screamed at the line as she walked out of the station, urging other women to ensure that their ballots were stamped.

"For two hours, people voted without stamped ballots. Beware," she screamed.
