(AP) ? Europe buried the memory of that American comeback at Brookline in 1999 with one that was even better.

Medinah was filled with sheer madness Sunday, the matches so close for so much of the day that even when Martin Kaymer stood over a 6-foot par putt on the 18th hole to clinch it, the Ryder Cup was up in air.

The putt was pure and the celebration was on.

"It will go down in the history books of the Ryder Cup," said European captain Jose Maria Olazabal.

The size of the comeback was equal to what the Americans pulled off at The Country Club, but at least they had help from endless cheers of the home crowd. Not many gave Europe much of a chance until Justin Rose and Sergio Garcia turned what looked to be certain losses into improbable wins, filling the scoreboard with European blue.

"What you did out there today was outstanding," Olazabal told his team at the closing ceremony. "You believed and you delivered. And I'm very proud that you have kept Europe's hands on this Ryder Cup. All men die, but not all men live. And you made me feel alive again this week."

Then, Olazabal bowed his head and closed his eyes as they filled with tears, and the European fans sensed what was coming next.

He didn't have to say a word. They said it for him.

"Seve, Seve, Seve," they began to chant.

Seve Ballesteros.

Olazabal walked down the row and hugged every player until he saved the longest embrace for Lee Westwood, the only player who was on that 1997 team when Ballesteros was the captain, the last visible role he played at the Ryder Cup. He died in May 2011 at age 54 of a brain tumor.

Westwood, Garcia and Paul Lawrie were the only players on the '99 team that blew a 10-6 lead, and all of them won matches.

"We wanted to see how they would react, and see if they could hold it," Garcia said of the Americans. "And it was a combination of playing great, and maybe then that little bit of pressure getting to them."

The Americans were simply stunned.

Three times they came to the 17th hole with a chance to win a match, only for Europe to deliver the key shots that win the Ryder Cup. Ian Poulter won the last two holes, and so did Rose, a birdie-birdie finish to beat Phil Mickelson. Garcia won the last two holes with pars to beat Jim Furyk.

Furyk had beaten Garcia at Brookline in a pivotal match.

"That was fun," Furyk said. "This was pretty miserable."

If Kaymer had missed the putt and halved his match with Steve Stricker, the Americans would have been one point away from winning ? with Tiger Woods in the fairway and 1 up over Francesco Molinari.

Woods wound up missing a 3?-foot par putt and conceded a par to the Italian from the same distance to halve their match. That extra half-point made it a clear-cut win for Europe, 14?-13?. Woods and Stricker, the anchors in the lineup, didn't win a single match at Medinah.

"This one is for all of Europe," Olazabal said. "Seve will always be present with this team. He was a big factor for this event for the European side, and last night when we were having that meeting, I think the boys understood that believing was the most important thing. And I think they did."

Poulter was the first to embrace Olazabal, which was only fitting.

It was Poulter who gave Europe hope Saturday evening when he made five straight birdies to turn a loss into a win and swing momentum in Europe's favor. Poulter was up to his fist-pumping, eye-bulging tricks again on the final day, winning the last two holes in his match against U.S. Open champion Webb Simpson.

And he had plenty of help. Europe's top five players in the lineup all won, including Rory McIlroy, who was lucky to be playing.

McIlroy thought his match was at 12:25 p.m. ? it was listed in Eastern time, not Central ? and needed a police escort to get to the course with 10 minutes to spare. Then, he came up with key birdies to hand Keegan Bradley his first loss of the week.

The biggest match might have belonged to Rose. He was on the verge of losing to Mickelson when Rose holed a 12-foot par putt to halve the 16th, made a 35-foot birdie putt from the back of the 17th green to win the hole, and then closed out Mickelson with a 12-foot birdie on the last hole.

Six of the 12 matches went to the 18th hole on Sunday. The Americans won only one of them.

"Today was certainly not what we expect," U.S. captain Davis Love III said.

Love became the first U.S. captain to sit every player at least once before Sunday, wanting them to be fresh for the decisive day. Instead, the Americans faltered at the end ? especially Furyk and Stricker, two of his captain's picks.

The only U.S. points came from Dustin Johnson, who went 3-0 in this Ryder Cup, Zach Johnson and unheralded Jason Dufner.

"We're all kind of stunned," Love said. "We know what it feels like now from the '99 Ryder Cup. It's a little bit shocking. We were playing so well, we figured it didn't matter how we sent them out there. We got a couple of matches flipped there in the middle that cost us."

Love thought all along the Ryder Cup would be decided in the ninth match by Dufner. It was most appropriate that Europe won the cup thanks to Kaymer.

Kaymer gave German golf some redemption from Kiawah Island in 1991, when countryman Bernhard Langer missed a par putt from about the same length that allowed the Americans to win.

"I did think about him, especially when I walked around the hole and read the putt from the other side," Kaymer said. "So I thought, 'OK, it's not going to happen again, it's not going to happen again.' And to be honest with you, I didn't really think about missing. There was only one choice you have. You have to make it."

It was a collapse the Americans won't soon forget. Just 24 hours earlier, they had a 10-4 lead with two team matches still on the course ? they were ahead in one of them, while Woods and Stricker were closing in on the other. It's hard to believe they would only win 3? points the rest of the way.

Europe came out fast, and for McIlroy, that started at his hotel.

He was leisurely heading out of the hotel ? thinking that his tee time was an hour later than it was ? when he got a frantic call to tell him his match was in 25 minutes. McIlroy was lucky to run into the police, who helped him get to Medinah with enough time to change his shoes, take a few putts and head to the tee box.

He never trailed in his match, making two straight birdies late to knock off Bradley.

"It's my own fault," McIlroy said. "If I let down these 11 other boys and vice captains and captains this week, I would never forgive myself. I'm just obviously happy to get the point and help the cause out a little bit today."

Everyone pitched in.

Luke Donald, who makes Chicago his home and had a small share of gallery support, overwhelmed Bubba Watson despite being some 50 yards behind him off the tee. Paul Lawrie, returning to the Ryder Cup after a 13-year absence, had the shortest match of the day against FedEx Cup champion Brandt Snedeker. Poulter outlasted Simpson when the U.S. Open champion hit into a bunker on the 17th and made bogey, and then hit well long on the 18th when he needed a birdie to halve the match.

Jack Nicklaus first suggested in 1977 that all of Europe be included in the Ryder Cup, which brought the great Ballesteros into the matches. He was determined to prove that Europeans were equal to the Americans, and they have shown to be every bit of that over the last three decades.

The numbers for Apple Maps usage were pulled by data management company Snappli which noted a huge decrease in the number of Apple Maps users since the same period last week. The company notes that 4% usage is far below former Google Maps use on the device.

To determine the number of users taking advantage of Apple Maps the company looked at data usage from 5,000 Snappli users following the release of iOS 6 on September 19. The company first discovered that 64 percent of its users had migrated to iOS 6 in the US and UK.

Before the migration 25 percent of Snappli users were utilizing Google Maps at least one time per day. After the release of iOS 6 that number actually jumped to 35 percent for Apple Maps users, only to plummet after they recognized large shortcomings in the Apple Maps product.

While Snappli users have chosen en masse to abandon the Apple Maps software the company does not necessarily speak for the population at large since the app serves a very specific subset of users.

California voters leaning against campaign finance initiative

SACRAMENTO ? California voters appear poised to reject a November ballot measure that would ban political contributions by payroll deduction, according to a new USC Dornsife/Los Angeles Times poll.

Forty-four percent of those surveyed said they opposed Proposition 32, which would eliminate the main fundraising tool of unions. Just 36% said they supported the measure, which would also bar corporations and unions from contributing directly to candidates.

Proponents of the measure, having focused squarely on unions in two past attempts to end paycheck deductions for political purposes, adopted the language of the Occupy Wall Street movement this time around and rebranded their campaign as an effort to curb the power of special interests.

An ad touting the measure says it would "cut the money tie between special interests, lobbyists and career politicians" and "put people back in charge." The supporters' core argument is that the initiative would apply "evenhandedly, without exception," to corporations and unions.

Campaign finance experts disagree, saying the measure would disproportionately hobble organized labor by prohibiting payroll deductions to collect campaign cash. Corporations, they say, rarely use such a method to raise political money, instead tapping executive checkbooks and company treasuries.

The labor-backed opposition campaign has hit on that theme, airing radio and TV ads for more than a month that paint the measure as a deceptive corporate power grab, complete with exemptions for business. So far, unions have raised more than $43.4 million to defeat Proposition 32, which is being bankrolled by Republican donors, conservative activists and business executives.

As a result, proponents "aren't able to convince voters this is a clean-government, stop-special-interests initiative," said Dave Kanevsky of the Republican polling firm American Viewpoint, which conducted the survey in conjunction with the Democratic company Greenberg Quinlan Rosner.

Indeed, when respondents heard arguments for and against the measure ? supporters saying it would end influence peddling and opponents calling it phony campaign finance reform ? opposition grew, with 48% saying they would vote against the initiative. Only 36% said they would vote for it.

"People are ready to believe that ? corporations are spending this money to rig the system more for them," said Stan Greenberg, the Democratic pollster.

In addition to the payroll provision, Proposition 32 would bar government contractors from contributing to elected officials, something that Los Angeles voters approved overwhelmingly in last year's local elections.

Proponents shouldn't "go too far in trying to suggest it does the same thing to businesses as it does to unions," said Rob Stutzman, a GOP consultant who helped run a campaign against paycheck deduction in 2005 for then-Gov. Arnold Schwarzenegger. "Voters will resent you for trying to trick them."

One of those voters is Jeremy Ziegler, a 41-year-old Democrat from Oakland. An initial supporter of Proposition 32, he said he changed his mind when he heard arguments that certain businesses, including limited liability companies, or LLCs, and business trusts, could be exempted.

"I just don't think the little guy should get money taken out of his check for a candidate that his company or union supports," Ziegler said. "But if you're a big corporation or a big bank on Wall Street making billions of dollars and you're completely exempted, I don't think that's right either."

Proponents deny that their measure contains business exemptions. The state's nonpartisan legislative analyst's office said the initiative's language is unclear on that point.

Although the measure would block the direct flow of money from corporations and unions to candidates, experts said businesses would be free to spend unlimited amounts on independent committees to boost or challenge candidates and ballot measures. Labor would be free to do likewise, but its fundraising mechanism would have been cut off.

"You can't keep big money out of politics," said Gary Jacobson, a political scientist at UC San Diego. "But you can make it harder for your opponent to raise money."

The initiative's backers acknowledge the measure's limitations, saying they went as far as existing law allows. The U.S. Supreme Court ended limits on political spending through independent organizations in 2010. The court ruled such contributions to be free speech, protected by the Constitution.

"Anybody who wants to get serious about campaign finance reform runs right into all of the cases under the 1st Amendment," said Michael Capaldi, a Republican attorney who helped draft Proposition 32.

Trevor Bivins, a 30-year-old Republican from Lompoc, said special interests need to be curbed in blue California. In his view, recent changes in the state's overburdened public pension system fell short and failed to touch current workers because lawmakers are beholden to public employee unions.

Even though the state is in financial trouble, "people are living off these fat, huge pensions," said Bivins, a master sergeant in the U.S. Air Force. "I don't like the way they use lobbyists to get politicians to do their bidding."

The USC Dornsife College of Letters, Arts and Sciences/Los Angeles Times poll surveyed 1,504 registered California voters Sept. 17-23. The sampling error is 2.9 percentage points.

Opinion: Cell Phone Health Risk?

Security concerns during the Cold War may have led to the generation of misinformation on the physiological effects of microwave radiation from mobile phones.

Recently, Congress tasked its investigative arm, the General Accountability Office (GAO), to consider the health risks of mobile phones and to report back to Congress. While a?previous report?published in May 2010 by the US Food and Drug Administration (FDA) stated that there was no evidence of increased health risk resulting from exposure to the radiofrequency (microwave) energy emitted by cell phones, the World Health Organization?reported the following year?that cell phone radiation may be carcinogenic. Also in 2011, the director of the National Institute on Drug Abuse published a paper in?JAMA?reporting that 50 minutes of cell phone use by people altered glucose metabolism in the part of the brain closest to where the cell phone antennas were located. This summer, the GAO completed the task and sent a?report?to Congress stating that the risks were unclear and deserved greater scrutiny from the government.

The Federal Communications Commission (FCC) ??should formally reassess and, if appropriate, change its current RF energy (microwave) exposure limit and mobile phone testing requirements related to likely usage configurations, particularly when phones are held against the body,? the GAO wrote.

The controversy over whether the technology poses a risk to human health is substantial. And while much of science could be considered controversial, what has, and is, happening in microwave research is not a routine scientific dispute. Concerns about the health risks of cell phones, confusion regarding the evidence for or against such risks, and even misinformation in the scientific literature may all be collateral damage of the Cold War between the USSR and the United States. This was a time when the use of microwave-generating equipment, such as radar, was seen by some as critical to the security of the United States, and efforts were taken to ensure that such innovations were not suppressed by findings that suggested such technology to be unsafe.

Hiding data

During the Cold War, a group at Brooks Air Force Base (AFB) was tasked with reassuring residents when the Air Force wanted to install radar (microwaves) in their neighborhood. To meet that responsibility, the Brooks group hired contractors to write Environmental Impact Statements to justify the placing of the radars?an obvious conflict of interest. Even worse, when a scientist did publish findings that might indicate a risk, Brooks selected contractors to do experiments that suggested the scientist?s research was invalid or not relevant to the safety of Air Force radar.

For example, after my colleagues and I?published?in 1975 that exposure to very weak microwave radiation opens the regulatory interface known as the blood brain barrier (bbb), a critical protection for the brain, the Brooks AFB group selected a contractor to supposedly replicate our experiment. For 2 years, this contractor presented data at scientific conferences stating that microwave radiation had no effect on the bbb. After much pressure from the scientific community, he finally revealed that he had not, in fact, replicated our work. We had injected dye into the femoral vein of lab rats after exposure to microwaves and observed the dye in the brain within 5 minutes. The Brooks contractor had stuck a needle into the animals? bellies and sprayed the dye onto their intestines. Thus it is no surprise that when he looked at the brain 5 minutes later, he did not see any dye; the dye had yet to make it into the circulatory system. Another Brooks AFB responsibility that further incentivized the spreading of misinformation was to lead a lab on a classified microwave-bio weapons program. Competition between this effort and the microwave-bio research programs undoubtedly going on in other nations at the time would explain the Brooks group?s attempts to block and discredit unclassified research in the microwave area and the subsequent publication of the results: it did not want advances in knowledge to appear in the scientific literature where the USSR could benefit from it. This is not unlike the?recent uproar?over whether bird flu results should be published?or even done at all?because of the fear that they may help terrorists develop biological weapons.

Stalling funding

In addition to actively suppressing results of microwave-bio research, the Brooks group also attempted to block funding for such research in the first place?and largely succeeded. For example, after we and others published the first papers in the mid- to late-?70s showing that very low intensity microwaves could open the bbb, the Department of Defense (DOD) issued a report, written by a psychologist at a Kansas Veterans Administration hospital who was neither trained nor experienced in research on the bbb, that concluded ??if a real potential for catastrophic effects exists, it would be evident from the research already reported in the literature.? (An original draft of the report also noted that ?DOD funding of research evaluating the effects of microwaves on the bbb should be of low priority,? though this statement was removed before the report was released to the public.)

Largely as a consequence of this report, funding for open microwave-bio research in the United States was essentially shut down. Several months after the report was released, I requested renewal of government funding, which in part supported research on the bbb. I received a letter stating that funding would not be granted unless I dropped the bbb part of the proposal. And in a September 1981 article in?Microwave News, 2 years later, the editor wrote, ?Surprisingly, no new [bbb] work was reported this year.? Even now, the recent GAO report states, the National Institutes of Health (NIH) ?is the only federal agency we interviewed that is directly funding ongoing studies on health effects of RF energy (microwave radiation) from mobile phone use.? And the NIH funded only one relevant completed experiment, by an in-house researcher, during the time the GAO did its assessment. For many years now most of the published microwave research?what little that has been done?has been conducted in other countries. And as I noted in a?recent paper, many, if not most, of those have been epidemiological studies looking for health problems associated with outdated technologies that are not relevant to the phones used today or that will be used in the future.

Thus, the shutdown of normal open microwave research in the U.S. and the misinformation placed in the literature appears to be collateral damage of the actions of people who saw themselves as fighting a war. And since the research was not allowed to proceed in the normal fashion, we don?t have the set of data needed to determine if there is a?health hazard of mobile phone use?and, if so, how serious the hazard is.? This suppression of research has now made hundreds of millions of people subjects in a grand experiment that may involve their health, without their informed consent, and the outcome of which can have substantial medical, legal, and economic consequences.

'Sons of Anarchy' actor Johnny Lewis found dead

A young actor best known for a role on the hit motorcycle club series "Sons of Anarchy" has been found dead outside a Los Angeles home along with an elderly woman.

The L.A. coroner's office has identified the male found by police outside a home in the Los Feliz neighborhood on Wednesday as Jonathan Kendrick Lewis, 28, also known as Johnny Lewis. Officers responding to a report of a screaming woman came upon Lewis' body outside of the home on the driveway, while the body of the woman who was in her 70s was found inside the residence.

"He appeared to have died from some type of fall, either from the stairway, or from the balcony, or from one of the roofs," LAPD Commander Andrew Smith told ABC News affiliate KABC.

"The best we're piecing together now is that it appears that some type of altercation occurred inside of the house resulting in the death of the woman. Then this individual ran outside, had an altercation with a couple of neighbors, ran back into the house and by the time we got here, he had fallen or had somehow died on the driveway," said Smith.

Lewis is considered a suspect in the homicide investigation, KABC reported. A neighbor and a handyman were badly beaten in a confrontation they had with the suspect.

The cause of death of the woman, who was in her 70s, has not yet been released, but Smith said that she had suffered major trauma. Smith said that though it is possible that Lewis was renting one of the rooms in the residence, police are still unsure, calling it "very preliminary."

Greg Sarian, a neighbor of the residence owned by the woman, said that she rented out rooms to boarders. He said that he became alarmed when he heard screams Wednesday morning.

"'Help, help,' from both sides, man and woman," Sarian said. "I was praying to God. 'God,' I said, 'Clean up this mess here, because this is evil place.' Evil place. All kind of people, by the way, coming, different people, coming, going couple of days, disappearing, coming, other people."

Lewis, who began acting in his teenage years, worked steadily in television in roles on "Boston Public," "American Dreams" and "The O.C." His career picked up steam when he landed the role of Kip 'Half Sack' Epps on two seasons of "Sons of Anarchy" and appeared alongside Dakota Fanning and Kristen Stewart in "The Runaways" in 2010.

Syria rebels say launch "decisive battle" in Aleppo

BEIRUT (Reuters) - Syrian rebels said they had launched a major attack in Aleppo on Thursday at the start of a "decisive battle" to push President Bashar al-Assad's forces out of the country's biggest city.

Heavy fighting was reported in around 14 districts by opposition activists and several rebel brigades, though the scale of the fighting could not be confirmed independently.

A video posted on YouTube by rebels showed Abdulqadir al-Saleh, the head of the biggest rebel force in Aleppo, the Tawheed Brigade, carrying a walkie talkie and announcing the start of the assault.

"Now the attack on Assad's forces has started on all fronts and God willing today will be decisive in Aleppo," he said.

The 18-month-old uprising against Assad has killed 30,000 people and the violence is escalating sharply, say activists. World powers are meeting at the United Nations but are divided over the crisis, which has descended into civil war.

The U.N. refugee agency said up to 700,000 Syrian refugees may flee the country by the end of the year, nearly quadrupling its June forecast for the exodus from the deepening crisis.

Around 294,000 refugees have crossed into neighboring Jordan, Iraq, Lebanon and Turkey, most of them in the last two months.

"This is a significant outflow taking place, 100,000 people in August, 60,000 in September and at the moment 2,000 or 3,000 per day or night," Panos Moumtzis, Regional Refugee Coordinator for UNHCR, said on Thursday in Geneva.

The flow of refugees surged in August when Assad deployed jets and helicopters to strike rebel-held towns in the northern provinces of Aleppo and Idlib, sending thousands across the border with Turkey.

"ZERO HOUR"

Rebels flooded into Aleppo two months ago but have been held back by low ammunition and the army's superior firepower.

Insurgents from many brigades in Aleppo said "zero hour" had been announced by calls of Allahu Akbar ("God is greatest") from mosques at 4 p.m. (1300 GMT) on Thursday. They said there were clashes in the heart of the city, including the Hamidiya and Midan districts.

Tawheed Brigade Spokesman Abu Firas said all the battalions working in Aleppo "from the small ones that consist of ten people to the big ones" had met to agree on the offensive two days ago.

The British-based Syrian Observatory for Human Rights, a violence watchdog with a networks of activists in the country, said hundreds of insurgents were taking part in heavy fighting and the government was responding with heavy artillery.

Aleppo is split roughly in half, with rebels in the east and government forces and local Assad-loyal militia in the west.

Syria's rebels are a mixture of army defectors, Islamists and civilians who have taken up arms against Assad.

Some groups have been accused of human rights abuses and western powers who call for Assad's removal are reluctant to support the disparate fighters. Western diplomats say they are looking for a clear command structure and coordination among rebels.

"STAIN ON U.N."

World leaders meeting at the United Nations have expressed concern at the violence but are deadlocked over their response to the conflict, which pits mainly Sunni Muslim rebels against Assad, who is from an Alawite minority close to Shi'ite Islam.

Qatar, one of several Sunni Muslim powers which supports the rebels, called for a no-fly zone to provide a safe haven inside Syria. French President Francois Hollande also called on the global body to protect what he called "liberated zones" under rebel control.

But there is little chance of securing a Security Council mandate for such action given the opposition of veto-wielding members Russia and China.

Russian President Vladimir Putin said in Moscow on Wednesday any attempt to use force unilaterally or interfere with events in the Middle East would be counterproductive. China's Foreign Minister Yang Jiechi said the destiny of the region "should be held in the hands of its own people".

Turkish Prime Minister Tayyip Erdogan said on Thursday Russia, China and Iran's stance on Syria was letting a massacre go on unabated.

Activists said more than 300 people died on Wednesday, making it one of the bloodiest yet. They said 55 people had been killed in rural areas around Damascus, including at least 40 who appeared to have been executed in the town of al-Dhiyabia, southeast of the capital.

The Observatory also said 14 people had been killed in a rebel bomb attack on a military command centre in Damascus and in a prolonged gun battle between rebels and members of the security forces.

The Islamist militant group Al Nusra Front claimed responsibility on Thursday for the assault, saying it was carried out in two stages, starting with a suicide bomber detonating a car near the building.

Rebels have also targeted Assad's inner circle during the conflict. The president's widowed sister Bushra has moved to the United Arab Emirates, a source close to the UAE government said on Thursday, apparently having fled with her children after her powerful husband was killed.

Bushra al-Assad, Bashar's older sister, was married to Assef Shawkat, the former deputy defense minister who was killed in a bomb attack in Damascus on July 18.

Dish looking for programming for Web TV service: source

(Reuters) - Dish Network Corp has approached media companies, including Viacom Inc, about acquiring content for an Internet-based television service that would play live channels, according to a source familiar with the matter.

Dish and Viacom have been in talks about a deal for about a year after Dish first approached the company about a potential TV service. But while talks are ongoing, the two companies are far from a deal, the source said.

"Dish is approaching all programmers with this and some folks are still hearing them out," the source added.

Several programmers were not interested in speaking with Dish about an Internet-based service because they pay for expensive rights to broadcast live sports.

"Another reason why other programmers may have definitively turned this down is that they program live sports, so this model is a non-starter for them," the source said.

Dish already runs an Internet streaming subscription service under its Blockbuster brand. But that service is so far only available to Dish subscribers and it focuses on movies on demand and not live TV.

Dish sister company EchoStar Corp owns Sling Media, a company that makes a device that allows viewers to stream live TV over the Internet tied to a regular TV.

Bloomberg, which was first to report the news on Thursday, said Dish is also speaking to Scripps Networks Interactive Inc, which owns the cable networks "HGTV" and "Food Network," and the Spanish-language network Univision. The Web TV service has been in the works for some time. The Wall Street Journal reported on it last November.

Spokesmen for Viacom, Univision and Scripps declined to comment, while a Dish Network spokesman did not respond to a request for comment on Thursday.

A new service by Dish could shake up the pay TV industry, which relies on programmers striking expensive deals to carry a bundle of networks at a time.

Dish Chairman Charlie Ergen has been one of the most vocal critics of high programming costs and has said that cable and satellite operators should pay less for programs available on Internet services such as Netflix Inc or Apple Inc's iTunes.

The second-largest U.S. satellite TV company has also been exploring ways to diversify. It is awaiting a decision from the U.S. Federal Communications Commission about whether it can use the wireless spectrum it acquired to launch a mobile network.

Viacom was dropped by Dish's main rival, DirecTV, over the summer in a bitter dispute that left more than 20 million people without Viacom channels such as Nickelodeon for more than a week.

Dish shares were 54 cents, or 1.8 percent higher, at $30.95 in late afternoon trading.

Probability maps help sniff out food contamination

ScienceDaily (Sep. 27, 2012) ? Uncovering the sources of fresh food contamination could become faster and easier thanks to analysis done at Sandia National Laboratories' National Infrastructure Simulation and Analysis Center (NISAC).

The study, in the International Journal of Critical Infrastructures, demonstrates how developing a probability map of the food supply network using stochastic network representation might shorten the time it takes to track down contaminated food sources.

Stochastic mapping shows what is known about how product flows through the distribution supply chain and provides a means to express all the uncertainties in potential supplier-customer relationships that persist due to incomplete information.

If used on a larger scale, such methods also might assess the vulnerability of food supplies to wide-scale, deliberate contamination.

Tracking down the source of fresh food contamination can be difficult and time-consuming. Stephen Conrad (6924) says difficulties in adequately characterizing connections and product flows among producers, distributors and suppliers can contribute to significant uncertainty in assessing the risk of foodborne illness.

"This is often a serious problem when there is an outbreak of food poisoning in a particular region and the healthcare authorities cannot quickly trace the source of the outbreak," Stephen says.

When an outbreak occurs, epidemiologists must interview affected people to track down where foodborne exposures happened. Often those interviews take place weeks after the exposure, leading to inaccurate or incomplete information and making it difficult to pinpoint a likely food culprit. Once the tainted food has been identified, investigators must trace up through the food distribution supply chain to locate the source of contamination.

"Epidemiologists involved in trace back start behind the eight ball," Stephen says. "They attempt to reconstruct the pathway the contaminated food has traveled through the distribution network well after the fact."

Even at the supply chain level, investigating how food moves through the system is daunting. Stephen says supply chains vary widely from one food marketing system and agricultural sector to another. Some supply chain parts change frequently. Even within a single agricultural sector, some parts of the food supply chain may be characterized by enduring supplier/customer relationships, while others may be market-based and highly transitory.

Even industry insiders may not understand the supply chain map. Many only know "one up and one down" -- that is, they know only their direct supplier and direct customer. Some information about customers and suppliers can be proprietary and therefore hard to get, Stephen says.

In 2011, sprouts were the focus of a serious E. coli outbreak in Europe, but tracing contaminated products to their source proved difficult.

Sandia researchers applied the stochastic mapping technique to test data from the fresh sprout sector in a single state in the U.S., using a case study of the edible seed sprout distribution system as the basis of their computational model.

"Stochastic network representation provides the ability to incorporate and express the uncertainties using probability maps," Conrad explained. "The method enables effective risk analysis and designing robust food defense strategies."

Future work for the team will include scaling the analysis up to the company or industry level as well as mapping commodity flows into, out of and within a geographic region.

Ultimately, NISAC intends to work with partners in business and federal and state agencies to ascertain whether the agencies have a business case for adopting the method.

If there is, the team will seek to help achieve wide acceptance of using data analysis to assess risk.

Building on techniques and knowledge developed at NISAC over the past four years, the work was initiated with funding from Sandia's Laboratory Directed Research and Development program and continued with funding from the Department of Homeland Security.

"If stochastic mapping was widely used now, perhaps outbreaks, such the recent ones involving salmonella, could be more quickly tracked down and contained. Quicker containment would benefit not only consumers but also the farmers who grow fresh food for our nation and who can be severely impacted economically by uncertainties and market restrictions on sales of their products caused by delays in pinpointing an outbreak's source," Stephen says.

Bosnian forensic experts search mass grave

HAJVAZI, Bosnia-Herzegovina (AP) ? Forensic experts have found 10 bodies as they began to excavate a mass grave where Muslim Bosniaks killed during the 1995 massacre in the eastern town of Srebrenica are believed to have been hidden.

Srebrenica was the worst massacre in Europe since World War II and took place in an area that was officially under U.N. protection during the 1992-95 Bosnian war.

The execution of over 8,000 men and boys has been defined as genocide, and Serb Gen. Ratko Mladic, who commanded Serb troops who conducted the massacre, is now on trial before a U.N. tribunal.

In addition to the 10 bodies recovered Wednesday, the team expects to find at least 10 more in the grave.

Such searches continue to attract Bosniaks whose relatives disappeared during the war.

Spain prepares more austerity, protesters battle police

MADRID (Reuters) - Protesters clashed with police in Spain's capital on Tuesday as the government prepared a new round of unpopular austerity measures for the 2013 budget to be announced on Thursday.

Thousands gathered in Neptune plaza, a few meters from El Prado museum in central Madrid, where they formed a human chain around parliament, surrounded by barricades, police trucks and more than 1,500 police in riot gear.

Police fired rubber bullets and beat protesters with truncheons, first as protesters were trying to tear down barriers and later to clear the square. The police said at least 22 people had been arrested and at least 32 injured, including four policemen.

As lawmakers started to leave the parliament shortly after 2100 GMT in official cars or by foot, a few hundred people were still demonstrating in front of the building. Most dispersed shortly afterwards.

The protest, promoted over the Internet by different activist groups, was younger and more rowdy than recent marches called by labor unions. Protesters said they were fed up with cuts to public salaries and health and education.

"My annual salary has dropped by 8,000 euros and if it falls much further I won't be able to make ends meet," said Luis Rodriguez, 36, a firefighter who joined the protest. He said he was considering leaving Spain to find a better quality of life.

With this year's budget deficit target looking untenable, the conservative government is now looking at such things as cuts in inflation-linked pensions, taxes on stock transactions, "green taxes" on emissions or eliminating tax breaks.

The 2013 budget is the second conservative Prime Minister Mariano Rajoy has had to pass since he took office in December. Spain must persuade its European partners that it can cut the budget shortfall by more than 60 billion euros by 2014.

Rajoy has already passed spending cuts and tax hikes worth slightly more than that over the next two years, but half-year figures show the 2012 deficit target slipping from view as tax income forecasts will not be hit due to economic contraction.

He said earlier this month the 2013 budget would cut spending further in all areas of government apart from pensions and borrowing costs.

Spain is at the center of the euro zone debt crisis on concerns the government cannot control its finances and those of highly indebted regions, bitten by a second recession since 2009 which has put one in four workers out of a job.

REGIONAL TENSION

On the regional front, Catalonia, which generates about 20 percent of the national output, announced on Tuesday it would hold early elections on November 25 after its call for more tax autonomy was rejected last week by Rajoy.

Political uncertainty in cash-strapped Catalonia, along with an announcement from southern region Andalucia it might seek a 4.9 billion-euro credit line from the central government, will pile more pressure on Madrid to seek European aid.

Rajoy is holding back from applying for help, which would activate a European Central Bank bond-buying programme and bring down Spain's punishing debt premiums.

With the threat of the plan alone reducing 10-year yields by around 2 percentage points, the cautious leader, known for keeping his cards close to his chest, is playing for time.

Rajoy says he is mulling the conditions of a bailout application, but suspicion that he may wait until after regional elections on October 21 pushed short-term yields higher at auction on Tuesday.

The government is also expected on Thursday or Friday to set a fresh timetable for economic reforms, seen as an attempt to pre-empt strict EU-imposed conditions for aid.

"Let us in, we want to evict you," protesters chanted outside parliament. The number of home evictions has soared as thousands of people have defaulted on mortgage loans.

Demonstrators said they were angry that the state has poured funds into crumbling banks while it is cutting social benefits.

"We're protesting against the cuts. I've had to give up my apartment," said Ondina, a 30-year-old fine arts graduate who is without a job. She said she could not survive on unemployment benefit of 260 euros ($340) a month.

RUNNING OUT OF OPTIONS

Half-year deficit data indicate national accounts are already on a slope that will drive Spain into a bailout. The deficit to end-June stands at over 4.3 percent of gross domestic product, including transfers to bailed out banks, making meeting the 6.3 percent target by the end of the year almost impossible.

On Tuesday, the treasury ministry said the central government deficit to end-August had reached 4.77 percent of GDP, already above its year-end target of 4.5 percent of GDP.

"It's going to be difficult keeping the deficit to around 2 percent in the second half, when the first half was closer to 4 percent, especially since traditionally, the second half deficit is higher than the first," said Juan Ignacio Conde-Ruiz, economist at Madrid's Complutense University.

For 2012, the measures aim to reap savings of over 13 billion euros, but economists see the deficit missing the target by almost 1 percentage points, implying further saving needs of up to 10 billion euros for this year alone.

Rajoy has been careful to highlight the importance of next year's deficit target of 4.5 percent of GDP though any shortfall this year will weigh on 2013's accounts. After slashing civil servants' wages, raising value added tax and cutting health and education spending, Rajoy is running out of options.

Israel quiet on Ahmadinejad as Yom Kippur descends

JERUSALEM (Reuters) - Israeli leaders made no comment on Tuesday over the latest outburst from Iranian President Mahmoud Ahmadinejad, maintaining near-total silence as the country closed down for the holiest Jewish day of the year, Yom Kippur.

The Day of Atonement runs from Tuesday afternoon through to dusk on Wednesday, meaning there was no comment either on U.S. President Barack Obama's address to the United Nations.

Speaking in New York, Ahmadinejad said on Monday Israel had no roots in the Middle East and would be "eliminated".

It was the latest piece of fiery rhetoric from the Iranian leader, who has regularly riled Israel and fueled concern that if the Islamic Republic one day obtained nuclear weapons it might turn them on the Jewish State.

Israel's ambassador to the United Nations denounced the comments but ministers and officials in Israel were silent. There was also little mention of his words in the Israeli press on Tuesday, which was focused instead on domestic politics.

Prime Minister Benjamin Netanyahu's senior advisers, speaking in private, have shrugged off Ahmadinejad's statements in the past, saying he did not have a policy-making role when it came to Iran's disputed nuclear programme.

Instead, they scrutinize the utterances of Iranian Supreme Leader Ayatollah Ali Khamenei, who, they say, is the person responsible for crucial decision-making.

Speaking on Monday in Jerusalem, Israeli Deputy Prime Minister Dan Meridor said he had no intention of getting into a slanging match with Iranian officials, adding that Israel was used to being on the receiving end of incendiary rhetoric.

Israel has threatened military action against Iran unless it renounces its ambitious nuclear programme, which Tehran says is purely for civilian purposes but which many countries in the West believe is designed at creating an Atomic bomb.

Obama told the United Nations General Assembly on Tuesday that time was running out to find a diplomatic solution to the Iranian nuclear issue. "The United States will do what we must to prevent Iran from obtaining a nuclear weapon," he added.

However, his statement represented no advance on the previous U.S. position and he appeared to ignore Netanyahu's call for Washington to establish clear red lines for Iran.

The Israeli leader is due to fly to New York once Yom Kippur ends and will address the General Assembly on Thursday. His office has said Obama declined a request to meet the U.S. president, but the two were expected to speak by telephone.

As every year, Israel ground to a halt at the approach of Yom Kippur. Radio and television went off the air, the national airport was shut and the streets emptied.

In 1973, a coalition of Arab states launched a surprise attack on Israel during the Jewish holy day, threatening to overwhelm the country. Israel launched a massive counter-offensive before a ceasefire took hold.
