Or where they are not sitting: Sometimes a dad who retreats to a concession stand because he can't bear to watch an offspring compete is a good story, too.

Michaels said he tries not to overdo it, sticking with parents who he knows are interesting and very involved in their children's competitive undertakings.

"It has certainly gotten more ubiquitous," he said. "Sometimes it's fantastic and sometimes it's just too gratuitous."

Jack, a former college and high school football coach, and his wife will be attending the Super Bowl. On a conference call last week, the parents said they did not know where they would be sitting. Even if they did, they'd be unlikely to inform a horde of reporters about their seat locations.

The senior Harbaugh was a college head coach at Western Michigan and Western Kentucky and an assistant at several places, including Michigan, Pittsburgh and Stanford. His son-in-law, Tom Crean, is the Indiana University men's basketball coach. It doesn't seem like a family that would want to watch a game casually while piling their plates with nachos.

The couple had a practice run to see what it would be like to watch their sons coach against each other on Thanksgiving 2011, when older brother John's Ravens beat the 49ers 16-6.

During that game, the couple watched in an office. Jack said his wife's face looked "nearly comatose" throughout the contest.

"She just stared at the screen," he said. "Not a word was spoken. And at the end of the game, it was just over."

They'll experience the thrill of victory and the agony of defeat ? all at once. A 75-yard touchdown pass that would be reason to stand up and cheer for one son is another son's horrible defensive lapse.

"I am going to be neutral in the game," Jackie Harbaugh said. "I know one is going to win and one is going to lose, but I would really like to end in a tie. Can the NFL do that?"

CBS Sports President Sean McManus said there will be a pregame feature about the familial battle. It would be hard to argue otherwise; no matter how much the brothers want to downplay it, it's a unique situation. But McManus said CBS would try not to let it dominate its coverage of the game.

Given the need for the coaches' parents to stay neutral, longtime TV critic David Bianculli said he wondered how much of a story it will be visually for CBS. If they really maintain impassive faces, how much will viewers want to see them on the screen?

"I would advise them to pay attention to the field, more than anything else," said Bianculli, who teaches about television for Rowan University.

A stone face is a story, too, Michaels said. The only question is how much a producer should go back to the shot.

He said he can't imagine CBS not knowing where the couple is. If they're out in public, the network will likely keep a close eye on their reactions.

"As a producer or a director in this kind of a situation, it's incumbent upon you to know where every element of the story is because you never know how it's going to evolve," Michaels said.

Finding the right approach ultimately shouldn't be much of a problem for CBS, he said.

"It's a little bit of a distraction at times," he said. "But they'll figure out the best way to deal with it. The pictures won't lie."

China's Chongqing mayor says has banished Bo Xilai's influence

BEIJING (Reuters) - The mayor of the scandal-plagued southwestern Chinese metropolis of Chongqing said on Saturday that local authorities had banished the malign influence of the city's former top official Bo Xilai, and vowed never to never allow a repeat of his crimes.

Once a contender for China's top leadership, Bo was ousted in the biggest political scandal in two decades last year following his wife's murder of a British businessman, Neil Heywood.

A former commerce minister, Bo turned sprawling, haze-covered Chongqing into a showcase for his mix of populist policies and bold spending plans that won support from leftists yearning for a charismatic leader. Other Communist Party leaders viewed him as an attention-seeking loose cannon.

Bo, 63, was widely seen as pursuing a powerful spot on the party's elite inner core before his career unraveled after his former police chief, Wang Lijun, fled to a U.S. consulate for more than 24 hours in February and alleged that Bo's wife, Gu Kailai, had murdered Heywood with poison.

Speaking at the opening session of the city's largely rubber stamp legislature, Chongqing mayor Huang Qifan, who had served with Bo when Bo was the city's party boss, described the past year's events as "extraordinary".

"Against such an exceptional backdrop and complex circumstances, we resolutely followed the decisions of the party ... and worked hard to banish the serious impact of the Bo Xilai and Wang Lijun cases," Huang said, according to a transcript of his speech carried by Chinese news websites.

The experience of the past five years showed that only by following the party's leadership could Chongqing enjoy real success, both economically and socially, he added.

"Otherwise, our work will be seriously harmed," Huang said.

Formal charges against Bo have yet to be made public, but speculation is growing that his trial could come very soon.

A Beijing-backed Hong Kong newspaper reported on Friday that the trial would open on Monday in the southern city of Guiyang, though court officials have dismissed that possibility and neither the government nor his lawyers have confirmed it.

Both Wang and Gu have been jailed and Bo expelled from the party, accused of corruption and of bending the law to hush up the killing.

Bo arrived in Chongqing as its party chief in 2007 and recast it as a bold, egalitarian alternative mode of growth for China known as the "Chongqing model", pumping money into social housing schemes and infrastructure such as a sleek new subway.

The government has since sought to distance itself from Bo's achievements -- with the city's then acting party chief saying late last year there was no such thing as the "Chongqing model".

"VANITY PROJECTS"

Huang stuck to the same line.

Chongqing must never allow "vanity projects" that "tire the people and drain money", or other projects enacted solely for political purposes, he said, a clear reference to Bo's often grandiose plans for the city and which won him popular support.

Bo's case has overshadowed a tricky leadership transition in a country grappling with surging public anger at corruption.

Xi Jinping, who will become president in March, has mounted a spirited campaign against graft, especially in high places, since becoming national party chief in November, something Huang also echoed.

"We must strictly define authority in accordance with the law and ... never allow any group or individual to have special rights which exceed the constitution or the law," Huang said.

Freezing: Family suffers in Sandy-damaged home

More than 400 residences in Staten Island still don't have electricity because their homes are too damaged, and many are taking refuge in warming tents. NBC's Katy Tur reports.

STATEN ISLAND, N.Y. -- Dee and Scott McGrath were huddled under two blankets, both wearing hooded sweatshirts and pants, with an electric heater by their bed. Dee heard her daughter coughing through the night from the room next door and feared she was getting sick.

Though they?d tried to cover up the open gaps between the wood on the first floor of their gutted home, which was inundated by 11 feet of water during Hurricane Sandy, the chill of a deep freeze sweeping New York was seeping in. Downstairs, it was just below 20 degrees. Upstairs, where they?ve restored heat, it was only 60,?the couple said as they recounted the Wednesday night experience.

The McGraths are not alone in their suffering: Though the number of those living without heat is a hard number for officials to gauge, more than 9,000 dwellings remain without electricity in the city, according to data from the power providers.

?It?s rough, it?s very stressful, it?s very depressing. And you get the anxiety of not knowing when your work is going to be done and when your house is going to be back,? Scott, 45, said late Thursday, taking a break from working on the electrical wiring in his home. ?You have emotional-like panic attacks in your head, you?re thinking of what you have to do next to make sure your family don?t die or get sick with the flu and stuff ? you can?t be exposed outdoors all day and this is being exposed outdoors.?


Some 20,000 residential buildings in the city were left with some damage or disruption to their utilities after Sandy. A city program, funded by the Federal Emergency Management Agency, had restored utility services and provided replacement equipment to more than 11,800 residences as of Jan. 21, while some 7,000 are awaiting help. Work on about 1,900 dwellings is under way.

The McGraths moved back in two weeks after the storm, but they only got heat on Jan. 2. Before then, they had been running nine to a dozen electric heaters off two generators at a cost of $80 a day. Until this weekend, they had to take showers and use the toilet at a neighbor?s home.

Dee Young-McGrath and her husband, Scott McGrath, stand Thursday in the first floor of their gutted home where the temperature dropped to just under 20 degrees the night before. It's hard to get the rebuilding done in such cold weather, they said.

?My poor daughter is sick in bed right now running a fever and I have to have an electric heater running for her besides my heat,? he said of Crystal, 21, a meter reader for one of the city?s power providers, Con-Ed. Upstairs the thermostat showed it was 60 degrees. ?It?s pretty sad and she?s wrapped up in two blankets.?

Although the McGraths? home received help from the federal government's Rapid Repairs program, Scott said the program?s subcontractors had botched the installation work, with leaks springing in the pipes when the boiler was turned on. His brother, a plumber, fixed the problems.

They got electricity on Christmas Eve. But the work done by Rapid Repairs was ?basic,? Scott said, leaving them with few outlets, such as just two in the kitchen. He was installing more outlets on Thursday before eventually putting up insulation and dry wall.

The couple has done almost all of the repair work on their own, finishing the bathroom downstairs, with a shower and toilet, this weekend. Though it was an achievement they had looked forward to, the timing couldn?t have been worse with the onset of the subzero temps this week.?

?It is completely unbearable to step foot out of my bedroom,? said Dee Young-McGrath, 42. ?It?s like torture to sit on an ice-cold toilet. And the shower, I mean, we have holes in the wall back there ? it?s just excruciating.?

The couple, who have lived in the home for 10 years, said they stayed for several reasons, including that FEMA housing options were either too far away or in troubled city neighborhoods, and many places wouldn?t take dogs. They have a 10-year-old dog, Brownie, a chocolate lab and border collie mix.

?Their (FEMA) answer was to tell me to put my dog in a shelter. That is my family. ? I?d rather sleep in my car before I put my dog in a shelter,? Scott said as he called a tail-wagging Brownie ?Daddy?s little girl? and gave her a kiss.

They also stayed since they?d heard stories of vandalism.

?Whatever I have left, I want to keep,? he said. ?You stay here to protect your property, what?s left.?

Though the days are long and dark for them, there was a little levity when Katie jokingly offered a reporter a cold drink. One wall on the first floor is lined with bottles of water, a two-liter orange soda and a few energy drinks.

Katie said they were lucky to have a roof over their heads when others still did not and were sheltering at warming centers, but they both said the stress and depression has been great.

Scott said on some days he could not motivate himself to get out of bed and his hands would tremble when he was overcome with anxiety. They have been given sick leave from their jobs at Con-Ed, where he is an investigative inspector and she an instructor, due to the emotional toll. The cold, with a forecast that it may snow on Friday or over the weekend, is making it even worse.

?I have ? panic attacks, anxiety at night, wondering what?s going to happen to my house. You know, running electric heaters, I start to panic, thinking that I?m going to cause a fire,? Scott said.

?This is not a way (for) a person to live,? he said. ?It?s depressing to come here every day and you?re living in this house.?

A federal appeals court has thrown out part of the Environmental Protection Agency?s biofuels mandate, saying that it was based on a wishful assessment of how much cellulosic fuel could be produced.

So far, producers have had a hard time generating the volume that would be needed to meet the cellulosic fuel quota set for refiners, which is part of an effort by the Obama administration to reduce reliance on fossil fuels.

Cellulosic fuel is generated from agricultural waste and even household garbage through a process using bacteria, catalysts and the digestive juices of microorganisms.

The strong binding of gold on electronically modified calcium oxide can now be understood in detail. In a computational study, researchers Jenni Andersin, Janne Nevalaita, Karoliina Honkala and Hannu Hkkinen at the University of Jyvskyl Nanoscience Center have shown how redox chemistry entirely determines the adsorption strength of gold on the modified oxide where one metal atom is replaced with molybdenum. The study was funded by the Academy of Finland.

The research team applied the so-called Born-Haber cycle to analyse how different terms contribute to adsorption energy. The calculations were done at the supercomputers of the CSC IT Center of Science by employing quantum mechanical simulation methods.

In the oxide lattice, the molybdenum atom donates two electrons into the oxide. When a gold atom adsorbs on the oxide surface, a redox reaction takes place. In this process, a third electron transferred by the dopant is gained by gold, and energy is released. By varying the dopant among several transition metal atoms, the researchers found that the amount of energy released linearly correlates with the ability of the dopant to give an electron. The trend can be used to estimate how much a guest atom stabilises gold adsorption without calculating the adsorption energy.

The research results are important for understanding catalyst-support interaction. The results fully support the experimental observation where gold nanoparticles have been seen to form flat structures over modified calcium oxide surfaces. A similar Born-Haber cycle, as applied in this study, can also be employed to analyse oxide-catalysed chemical reactions that follow the redox mechanism.

Catalysts are commonly used by industry, for instance, in the production of fuels, plastics, fertilisers and other similar products. Metal oxide surfaces are widely used as support materials for metal catalysts particles. The binding properties and shape of metal nanoparticles sensitively depend on the interaction between the support and the catalyst. By tuning this interaction, it is possible to affect the number and properties of catalytically active sites, or even create new sites. One way to modify the interaction is to dope the oxide with guest metal atoms that can donate extra electrons into a material.

In this process, a third electron transferred by the dopant is gained by gold, and energy is released. By varying the dopant among several transition metal atoms, the researchers found that the amount of energy released linearly correlates with the ability of the dopant to give an electron. The trend can be used to estimate how much a guest atom stabilises gold adsorption without calculating the adsorption energy.

The research results are important for understanding catalyst-support interaction. The results fully support the experimental observation where gold nanoparticles have been seen to form flat structures over modified calcium oxide surfaces. A similar Born-Haber cycle, as applied in this study, can also be employed to analyse oxide-catalysed chemical reactions that follow the redox mechanism.

Catalysts are commonly used by industry, for instance, in the production of fuels, plastics, fertilisers and other similar products. Metal oxide surfaces are widely used as support materials for metal catalysts particles. The binding properties and shape of metal nanoparticles sensitively depend on the interaction between the support and the catalyst. By tuning this interaction, it is possible to affect the number and properties of catalytically active sites, or even create new sites. One way to modify the interaction is to dope the oxide with guest metal atoms that can donate extra electrons into a material.

Syria says talk of Assad's removal unacceptable

BEIRUT (Reuters) - Syria's foreign minister said on Saturday any discussion of President Bashar al-Assad's future was "unacceptable", a week after an international envoy said the president should not be part of a transitional government.

Foreign Minister Walid al-Moualem's comments showed the government has dug in against foreign pressure for a deal with the rebels fighting to topple Assad.

"No one should dare discuss the position of the president ... this is unacceptable," he told Syrian state television in an interview.

World powers have been deadlocked in their efforts to promote a transitional government they hope could prevent more bloodshed in the 22-month-old uprising against Assad, which has turned into a civil war that has killed more than 60,000 people.

United Nations and Arab League envoy Lakhdar Brahimi, who recently visited Assad and Syrian officials, told Reuters a week ago Assad should not be part of a transitional government.

Syrian officials condemned his comments and said the mediator was biased toward governments supporting the rebels.

Moualem said Assad's proposal earlier this month for a new parliament and constitution was the only way forward out of the conflict. He reiterated the embattled leader's argument that only "nationalistic opposition" could participate.

Their definition excludes the armed opposition or any group that supports intervention in Syria's conflict, even though they are now the driving force of the rebel movement.

The opposition, for its part, has rejected anything but Assad's removal.

International talks in Geneva last June, led by Brahimi, proposed a transitional government but left open Assad's future. The proposal foundered after opposition backers like the United States insisted Assad not play a role, while Russia, Assad's main arms supplier, said foreign powers should not impose restrictions on the transition.

SYRIAN INTERPRETATION OF GENEVA PLAN

In his interview with Syria TV on Saturday, Moualem said Assad's proposed initiative for national dialogue was Damascus's only accepted reading of the Geneva transition plan.

"There were a lot of ambiguities (in the Geneva proposal) and we were unable to clarify them. So this Syrian political program is our interpretation of the transitional period mentioned in the Geneva declaration," he said.

"We will not discuss anything outside of this program."

Assad's pitched a three-stage initiative earlier in January which calls for national dialogue, creation of a new constitution, and a new parliament, followed by national referendums. But the reforms are similar to previous ones made by the Assad, which the opposition rejected as superficial.

Moualem said all those who wanted reform would accept it.

"What more democracy could one want than this?"

The current government, he said, would lay the groundwork for dialogue and transition over the next two to three months. He said efforts would continue despite daily clashes, which now regularly kills more than 100 Syrians per day.

"The question is if the violence doesn't stop should we continue with the dialogue or not? I say we should continue."

The minister also said that Syria's borders, a large portion of which have fallen into rebel hands, should be brought back under control by international efforts.

"This issue is actually something for the United Nations. They should come up with a mechanism, but what mechanism? It must be something that the Syrian government agrees to."

Supreme Court to hear law firm appeals in Allen Stanford case

(Reuters) - The Supreme Court on Friday accepted appeals by law firms that once represented convicted swindler Allen Stanford and were trying to avoid lawsuits by victims seeking to recoup losses from his $7 billion Ponzi scheme.

Former Stanford clients had sued the New York-based firms Chadbourne & Parke and Proskauer Rose, as well as Thomas Sjoblom, a lawyer who worked at both.

These lawsuits, brought under state laws, accused Sjoblom of obstructing a U.S. Securities and Exchange Commission probe into Stanford, and sought to hold Chadbourne and Proskauer responsible as well.

The insurance brokerage Willis Group Holdings Plc was also sued over its alleged role in Stanford's fraud.

The defendants countered that the federal Securities Litigation Uniform Standards Act, or SLUSA, precluded state-law class actions involving alleged misrepresentations made "in connection with" the purchase or sale of covered securities.

Stanford's fraud had been centered on the sale of certificates of deposit by his Antigua-based Stanford International Bank, and much of the litigation centered on whether these qualified as securities under the applicable laws.

In October 2011, Dallas federal judge David Godbey ruled that SLUSA preempted the state law class-action litigation, noting that many investors sold securities to invest in the CDs, but the 5th U.S. Circuit Court of Appeals revived the cases.

Chadbourne, Proskauer and Willis appealed that decision to the Supreme Court, saying that lower courts are split on the issue, and that similar lawsuits over Bernard Madoff's Ponzi scheme have also been barred by SLUSA.

Stanford is serving a 110-year prison sentence following his sentencing last June. On January 11, a court-appointed receiver proposed that 18,000 of his defrauded investors would receive an initial $55 million payment on their claims, an average of roughly $3,000 per person.

The court could hear the appeal in April, and if it does would likely issue a decision by the end of June.

The cases are Chadbourne & Parke LLP v. Troice et al, U.S. Supreme Court. No. 12-79; Willis of Colorado Inc et al v. Troice et al, U.S. Supreme Court, No. 12-86; and Proskauer Rose LLP v. Troice et al, U.S. Supreme Court, No. 12-88.

Roth IRA head start 2013Good News! The IRS raised the contribution limit for both the 401(k) plan and IRA by $500 this year. They also raised the income limit for the IRA so if you?re borderline, you should check with the IRS if you can contribute more this year. This increased limit is great because we can save more for retirement and I?m sure many of us made a New Year?s resolution to save more in 2013.

Roth IRA

The Roth IRA is a particularly good saving vehicle for workers who are already participating in their company?s 401(k) plan. For 2013, workers can contribute $5,500 to their Roth IRA. The great thing about the Roth IRA is once you satisfy the requirement, then you won?t have to pay any tax in that account. You can also withdraw your contribution without penalty at any time in case you need some money. The Roth IRA will give you more options to deal with taxation when it?s time to withdraw in retirement. Most of us have some retirement saving in a pre tax account like the 401(k) plan. When you withdraw the fund from the 401(k) plan in retirement, you will have to pay the regular income tax rate. If you have some saving in the Roth IRA, then you can minimize tax by mixing the withdrawal and avoiding the higher tax brackets.

Where to get $5,500?

There are a few ways to contribute to the Roth IRA. One is to contribute every month from your savings account. This is good because you can take advantage of dollar cost averaging and invest throughout the year. On the other hand, I like to contribute in one shot at the beginning of the year. Like most investors, I sold some investment near the end of 2012 so I can offset some gains. Instead of reinvesting everything, I set $5,500 aside for the Roth IRA. Now that it?s 2013, I can just transfer that $5,500 into my Roth IRA and wait for a buying opportunity. It may sound like I?m playing a shell game by just moving money around, but why pay tax when you don?t have to?

Investing early can be beneficial

A Vanguard study has shown that investing in a lump sum early on is better than dollar cost averaging. Historically the stock market rises so over the long run so the lump sum has more time to take advantage of the market gain. This is one reason to set aside $5,500 and plow it into the Roth IRA early every year. How about you? Did you make a New Year?s resolution to save more for retirement? If you did, why not go ahead and finish off the Roth IRA early? Getting one item out of the way will make financial planning a little bit easier the rest of the year.

Obama to unveil gun violence measures Wednesday

WASHINGTON (AP) ? President Barack Obama's broad effort to reduce gun violence will include proposed bans on military-style assault weapons and high-capacity ammunition clips as well as more than a dozen executive orders aimed at circumventing congressional opposition to stricter gun control.

Obama was to announce the measures Wednesday at a White House event that will bring together law enforcement officials, lawmakers and children who wrote the president about gun violence following last month's shooting of 20 young students and six adults at an elementary school in Newtown, Conn.

The broad package Obama will unveil will also include efforts to stop bullying and boost availability of mental health services.

But Congress would have to approve the bans on assault weapons and ammunition magazines holding more than 10 bullets, along with a requirement for universal background checks on gun buyers. Some gun control advocates worry that opposition from Republicans and conservative Democrats, as well as the National Rifle Association, will be too great to overcome.

"We're not going to get an outright ban," Rep. Carolyn McCarthy, D-N.Y., said of limits on assault weapons. Still, McCarthy, a leading voice in Congress in favor of gun control, said she would keep pushing for a ban and hoped Obama would as well.

White House officials, seeking to avoid setting up the president for failure, have emphasized that no single measure ? even an assault weapons ban ? would solve a scourge of gun violence across the country. But without such a ban or other sweeping, congressionally-approved measures, it's unclear whether executive actions alone could make any noticeable difference.

"It is a simple fact that there are limits to what can be done within existing law," White House spokesman Jay Carney said Tuesday. "Congress has to act on the kinds of measures we've already mentioned because the power to do that is reserved by Congress."

New York Gov. Andrew Cuomo on Tuesday signed into law the toughest gun control law in the nation, and the first since the Connecticut school shootings. The law includes a tougher assault-weapons ban and provisions to try to keep guns out of the hands of mentally ill people who make threats.

According to a lobbyist briefed Tuesday, Obama will present a three-part plan focused on gun violence, education and mental health. He'll call for:

? A focus on universal background checks. Right now some 40 percent of gun sales take place without background checks, including by private sellers at gun shows or over the Internet, according to the Brady Campaign to Prevent Gun Violence.

? A ban on assault weapons and limiting ammunition magazines to 10 rounds or fewer.

? A federal statute to stop "straw man" purchases of guns and crack down on trafficking rings.

? More anti-bullying efforts; more training for teachers, counselors and principals; and funding for schools for more counselors and resource officers.

Obama also will order federal agencies to conduct more research on gun use and crimes, the lobbyist said, something Republican congressional majorities have limited through language in budget bills.

On mental health, Obama will focus on more availability of mental health services, training more school counselors and mental health professionals, and mental health first aid training for first responders, according to the lobbyist, who was not authorized to discuss the plan publicly before the president's announcement and requested anonymity.

The president's framework is based on recommendations from Vice President Joe Biden, who led a wide-ranging task force on gun violence. The vice president's proposals included 19 steps that could be achieved through executive action.

Obama also may order the Justice Department to crack down on people who lie on gun-sale background checks; only a tiny number are now prosecuted. Such a step has support from the National Rifle Association, which has consistently argued that existing laws must be enforced before new ones are considered.

And Obama may give schools flexibility to use grant money to improve safety.

Gun control proponent Rep. Bobby Scott, D-Va., who met with Biden on Monday, said the president is also likely to take executive action to ensure better state reporting of mental health and other records that go into the federal background check database. But he, too, acknowledged there were clear limits to what Obama can do without Congress' say-so.

"You can't change the law through executive order," Scott said.

White House officials signaled that Obama would seek to rally public support for the measures he puts forward, perhaps holding events around the country or relying on Organizing for America, his still-operational presidential campaign.

Still, it's unclear how much political capital Obama will exert in pressing for congressional action.

The White House and Congress will soon be consumed by three looming fiscal deadlines. And the president has also pledged to tackle comprehensive immigration reform early this year, another effort that will require Republicans' support and one in which Obama may be more likely to get their backing.

Senate Republican leader Mitch McConnell of Kentucky has warned the White House that it will be at least three months before the Senate considers gun legislation. And Senate Majority Leader Harry Reid, D-Nev., has said immigration, not gun control, is at the top of his priority list after the fiscal fights.

House Republican leaders are expected to wait for any action by the Senate before deciding how ? or whether ? to proceed with any gun measure.
